anyone know of a good manual quail launcher ?  Or does anyone have or know someone who has a used one they might be willing to get rid of?

Absolutely the dogtra.  Has a locking pin so after you load the bird you don't accidentally launch it on the way to place it.  Nothing will quite surprised you like a launcher going off in your hand unexpectedly.  Plus it's really easy to add your own electronics to it.  I bought everything I needed from Amazon for under 40.00

You could easily rig a Higgins Releaser  with a cord, I like it because it's quiet, easy to carry, and you can fit 2 or 3 quail in it.  Electronics can be added later.

If all you want to do is release a bird instead of launch, we used to use small egg crate type boxes like this very successfully, merely with a brick on top. It can be rigged with a string, or kicked over with your foot as if kicking around in cover to get a bird up, while someone is steadying the dog.

I really I want a launcher   That way I know all birds I put out will at least fly a little bit and dog want have a chance to catch.  Also want a manual but one that could be turned into a remote control one.   This is not necessary though

I use Lion Country launchers. They are inexpensive and easily converted to remote release.  I have never had one prematurely release even with active birds in them.
