Hawk or owl kill (squirrel perhaps a ground squirrel or young prairie dog) that the predator got scared or pushed off of. That's my best guess.

If the "victim" was a mouse or vole, I'd be inclined to guess it as a shrine set by a northern shrike. Looks like a scrawny young ground squirrel though -- maybe a shrike on steroids??
I was thinking shrike or kestrel as they both hang prey on thorns or barbed wire. But hackberry has no thorns?
Ding Ding Ding! A Loggerhead Shrike is a bad mammy jammer. I have found these in thorny trees and barbwire fences. Usually a big bug but never have I seen a field mouse bopped on the head and stuck in a hackberry tree. The murderous SOB was setting on the wire tweeting at me. I almost went Reckless Kelly and picked the bird off the wire.
